Neighborhood Stabilization Program (NSP) Homeownership Project West and East Oakland are the target areas for OakCLT's NSP Homeownership Project. These areas were identified by the Department of Housing and Urban Development as being high risk areas based on a number of factors related to community stability (including foreclosures, vacancy, subprime loan activity, and defaulted home loans).
